PCSP Guidelines for Scrambler & Off Road Vehicle Use in our District
Newry, Mourne, and Down Policing and Community Safety Partnership (PCSP) would like to remind residents about the important legalities surrounding the use of scramblers in public spaces. The use of off-road vehicles such as scramblers has become a topic of concern, and PCSP would like to ensure all users are aware of the laws that govern their use in our district.
Under current legislation, scramblers designed for off-road use are not permitted on public roads, pavements, or public spaces. The only legal place to use these vehicles is on private land, with the permission of the landowner.
For those using a scrambler on a public road, it is important to understand the legal requirements.
To legally drive a scrambler on a public road, the following conditions must be met:
- You must be at least 16 years old.
- You must hold a valid driving licence.
- You must have third-party insurance.
- The vehicle must have number plates and be taxed.
- The vehicle must be equipped with lights and reflectors.
- The rider must wear a crash helmet.
Failure to meet these requirements constitutes an offence, and individuals found in violation may face penalties.
It is also crucial to note that off-road scramblers are not toys. While there is no licence required to drive an off-road scrambler on private land, we strongly encourage parents and guardians to ensure that children do not ride scramblers on public roads or within residential areas. In addition, it is recommended that children wear appropriate protective gear, including helmets and strong clothing, to ensure their safety.
For those who witness off-road scramblers being used in public areas, especially when causing distress or alarm, you should contact the police immediately on 999 in an emergency or 101 in a non-emergency. Reporting these incidents helps keep our communities safe.
